He declared himself supreme head of the Church, which clearly was against the Church law. He also interfered in Church practices without reason.

He had people he thought were opposed to him tortured and executed on grounds that were at least questionable. He made policies and had laws that made questioning certain of his actions treason and punishable by death.
He was excessive in his spending money, which was not illegal, perhaps, but was certainly reckless. He acquired or built 43 palaces.
He debased the currency in order to stretch his resources, and thereby effectively cheated the people of his country for his own greed.
It should be pointed out that these are just a few of the bad or questionable things he did. He did other many other things, some bad, and many good, and was a popular king.
