On January 2, 1942 , Manila, the capital of the Philippines was declared by General Douglas McArthur as an Open City. Hope That Helps. :)

Manila.
Mc Arthur declared that Manila is an Open City because Manila is near to destroy by the Japanese so they decided to call Manila as an open city so that to avoid more destruction. "This declaration is another way of saying that Manila is not under the Americans or anyone anymore so stop attacking it." It is called such because since it's under no military governance and thus anyone can enter it peacefully.
Manila was declared open city by Gen Douglas MacArthur on December28,1941, to save the city from further destruction. The Japanese however continued to drop bombs all thru the night. Open city meant that the Fil-Am Forces were retreating and the Japanese Imperial Forces could take the city without any resistance.
Manila was declared an "open city" , and thus spared destruction. I would have thought that Dresden, Hamburg and Hiroshima/Nagasaki were the most devastated. Manila was the second most destroyed city, after Warsaw, Poland in WWII
During the first battle of the Philippines from December 1941 until May of 1942, the Mayor of Manila declared it an OPEN CITY so that it would not be destroyed by invading Japanese Forces.
