Henry VIII was an ultimate monarch. He believed himself to be set in place to rule England by God himself. He and his peers felt themselves to be a cut above common men - stronger, braver, smarter, better DNA - what they wanted and what they did was right and beyond reproach.

Getting back to bullying. With this attitude the King's actions in overriding others was similar to a teacher calling kids in after recess, a mother making her child brush its teeth, or a pet owner not letting his dog mount every female dog encountered during a walk. It was the way things were. It was not bullying.
