Clinton was impeached for obstruction of justice, not for lying about his infidelity. You or I would have gone to prison for a few years for lying on the witness stand. Bush's 'lies' about Iraq were the same ones the democrats were telling during the Clinton administration. This requires a person to know the mind of the President. We know that he was factually incorrect, but in order to "lie", the person lying needs to know that the information was factually incorrect at the time he makes it. I personally believe that the President wanted a reason to invade Iraq so badly (to make up for his father's "mistake" of not overthrowing Saddam Hussein), that he did not question the faulty evidence provided him and wanted to believe it. As a result, I believe that Bush actually believed his incorrect statement to be true, which means that he was not lying.
