Woodrow Wilson created The League of Nations when he was President of the United States. As his most favored point of his 14 points,

The League Of Nations was Designed to hopefully prevent war, establish collective security, disarmament, and to settle international disputes through negotiation and arbitration.

The ironic part about America's involvement with the league of Nations is that they never became a member of it despite the great lengths Woodrow W. went to to get it passed.
