Perhaps Kosovo, which is de jure part of Serbia, according to the UN, is fighting its case in the ICJ, and has wide-spread international recognition.

Well, 'doesn't belong' is certainly an interesting phrase.

It could feasibly be argued that Russia doesn't meet their democratic principles, or that Britain has lost it's status in the world and doesn't belong on the Security Council, or...well, cases could be made for many countries.

But the fact is that every peace-loving nation is welcome in the United Nations, according to the UN Charter.

Perhaps what you are referring to is Germany - the divided states that constituted Germany weren't part of the United Nations for years.
