There are 6 countries that use the Euro, but are not in the EU:

Andorra, Kosovo, Monaco, Montenegro, San Marino and the Vatican.

None of these countries are members of the European Central Bank which runs the Euro, and they cannot issue their own Euros (except from some coins for collectors). In all cases they are using the Euro because they are too small to issue their own currencies.
