It's a democracy technically. They have a rotating presidency system, meaning that every time elections come around either a Bosnian, Serb, or Croatian gets elected. i.e. If a Bosnian holds office this term, then next election either a Serb or Croatian (whoever is next on the list) will be elected.

Not really. I'm sure some people learn it at school but the national language is Serbian (presently called Montenegrin when spoken in Montenegro). At school most people learn English and Italian but German, French, Russian and Spanish are fairly common subjects too.
