NATO (North Atlantic Treaty Organisation) was formed on the 4th of April 1949 to form an alliance to stand against the soviet union. The Soviet Union were strong in numbers therefore an alliance was formed, if any country outside of NATO was to attack any of the countries within NATO, all of the countries within NATO would go to war to stop the threat.
NATO as it exists today has over ever been called NATO. However, a precursor to NATO, which did not include the USA, was the Western Union Defence Organisation, a defence council set up by the UK, France, Belgium, Luxembourg and the Netherlands.

NATO standard refers to the standard round used by all NATO countries troops so if a country is operating with another country and the guy from the other country runs out of ammo he can pick up the other mans ammo. The NATO standard for Assault Rifles is 5.56X45mm NATO and for pistols 9X19mm NATO.
Since the USA is a member of NATO, NATO is far superior. NATO _without_ American support would be a pushover to the Russians. A big part of that is that NATO is overreliant on American power. If they had to defend themselves with only their own resources, then most of the NATO nations would be forced to severely curtail their social welfare state and invest more heavily in defense.
No. Not a part of NATO. NATO-friendly, but not a member.
