China, by a large margin. Russia, Australia, and the US all produce significant quantities, but each still only produce no more than 2/3 of the amount China does. If the European Union nations are taken as a whole (which they are in world marketing), they as a group together produce only a little more than China.

china is the largest producer of wheat
Wheat is virtually a perfectly competitive market. Therefore, its demand curve is horizontal. The only thing that could change the market price of wheat flour is a shift in the demand curve, e.g. a shift in consumer tastes.
From the Government of Canada web site: "Canada occupies sixth place among the world's major wheat-producing countries, preceded (in order of importance) by China, the European Union, the United States, India and the Russian Federation. In terms of international trade, however, Canada is the world's second largest exporter of wheat; with annual exports averaging some 20 million tonnes, this country accounts for about 21% of the world market for wheat exports." While this tells how much wheat Canada exports, unfortunately it doesn't tell how much wheat Canada produces for domestic use, which would be part of the total.

The United States exports wheat to several countries around the world, with significant importers including Mexico, the Philippines, Egypt, Indonesia, and Japan. These countries rely on U.S. wheat for various uses, including food production and animal feed. The demand for U.S. wheat is influenced by factors such as crop quality, price competitiveness, and domestic production levels in importing countries.
Same as in usa, they also use wheat for food. Some countries do not grow enough of it to satisfy the need of their polulation, so they need to import it.
