Stephen Hillenburg started with Nickelodeon as a writer and director of the animated series Rocko's Modern Life, which premiered in September 1993, lasted four seasons, and in my humble opinion is at least as entertaining as Spongebob Squarepants. He also worked on Rocko's Modern Life as a storyboard artist during the second and third seasons and as a creative producer during the last season. (That was a hoot!) In May of 1999, two years after the finalé of Rocko's Modern Life, Spongebob Squarepants premiered. Spongebob Squarepants was created by Mr. Hillenburg, its characters were developed by him, and he wrote the theme song. (If nautical nonsense be something you wish, then drop on the deck and blub like a fish!) From the start, he has been, and continues to be, the show's Executive Producer.

My guess is that Joe Murray (The creator of Rocko's Modern Life) needed a 7 year break and started working on Camp Lazlo.Also,maybe it was because Nickelodean wanted to make VHS's and and DVD's and it took them a lot of time working on it.
Tom Kenny didn't start it, Steven Hillenburg did. Steven Hillenburg had a strong interest in marine life, and it inspired him to create the show.

ok there is an old tv show called rockos modern life about a kangaroo who comes to America or whatever he has these little animal sidekicks, Wikipedia it, anyway apparently he's a demon who made his master angry so the things he goes through in the tv show are his punishment, phineas and fern are said to be the sequel of thiis
