If you find the oleander caterpillars,Syntomeida epilais,when they are just hatched, bunched together and small, they are easy to kill with just about anything. Any spray with BT (Bacillus thurengensis) can be used, once the worms ingest it they will stop feeding though it may take a couple of days for them to die.
Once the caterpillars reach good size, they are very difficult to kill, picking off is about the only way. Pay a child a penny a worm to drop them in a can of soapy water.
One other thought, though it looks ugly, oleanders are tough enough to survive the defoliation of these worms. The plants will recover easily once the worms have gone.
