Of course they do. Whether you get your education in school or out of it, you cannot write without knowing how. Writers need to know how to use the language correctly, and how to write good descriptions. They need to be able to write conversations and interviews, to explain how things work, and to persuade people to change their minds on topics. A good school education is the best way to learn how to do all these things, but it is possible to learn them just by reading everything you can get your hands on.
