In NY, you must be 17 to obtain a LPN license, and 18 to become a Registered Nurse. I have added a link to a Google list of state Boards of Nursing.
Unsolicited advice: Take the extra year (or two) to get your RN license. LPNs, sadly, are much more limited in their scope of practice, employment opportunities, and make, in most cases, less.
