the ratchet device is there to provide a calibrated force. the ratchet should always be used because when it clicks it is at the required load for an accurate measurement. without it you could keep turning it tighter and tighter to get any number you want but this won't be correct. it also limits the load on the thread so the micrometer remains accurate for longer
