Mandatory means must have or required and is a required item to apply to the job. If you don't have that skill, don't even bother applying for that job. So make sure you have that skill and it is listed on your resume.

For example, Knowledge of MS Office and internet.

It means candidate must have knowledge of MS Office and Internet
