Response operations typically involve the formation of several key teams from existing installation and unit personnel resources, including Incident Response Teams (IRTs), Emergency Operations Centers (EOCs), and Logistics Support Teams. These teams are responsible for coordinating emergency response efforts, managing resources, and ensuring effective communication during incidents. Additionally, specialized teams may be established, such as HazMat response teams or medical support units, depending on the nature of the emergency. Their collaborative efforts ensure a well-coordinated and efficient response to any incident.
The installation's emergency management office typically provides the immersion briefing on the emergency management program. This briefing is designed to familiarize personnel with emergency procedures, response plans, and resources available during emergencies or disasters. It aims to ensure that individuals are prepared and knowledgeable about the installation's emergency management program.

These teams are typically formed to enhance and support the Disaster Recovery Framework (DRF) for installations by leveraging existing resources and expertise. They may consist of cross-functional members from IT, operations, and management, ensuring comprehensive coverage of all critical areas. Their primary focus is to develop, implement, and test recovery strategies, ensuring that the installation can quickly resume operations after a disruption. By utilizing existing infrastructure and personnel, these teams can effectively bolster resilience and minimize downtime during emergencies.
Preperation and training of the plan itself before an accident occurs is most critical, Lead and designated personnel are to know their roles in and out of an action plan, and also the personnel must be aware of all exits and emergency procedures.
