An enumerated power is a power of congress that is specifically named in the constitution and given to the national government. They allow Congress to exercise powers that the Constitution grants ans long as they have no restrictions in the Bill of Rights and other protections of the Constitution.

The tenth amendment states: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
