Certain cities in certain states have banned them, so some online stores will not ship to certain cities. I believe Washington DC is one of them. The only criteria to buy them is you have to be 18 to buy but can be any age to own. Another rule is that the gun must have an orange blaze tip when sold. Same age rules as a bb gun.
