There is no record of that in the any serial killer registered in records. In the other hand, there is a number of serial killers listed in many countries and any of those could have been in a cameo act.

There are not any known serial killers that were born on July 22nd. Charles Ray Hatcher was born on July 16th in 1929 and Anatoly Onoprienko was born on July 25th in 1959; both of these men were serial killers.
I could find none born on that date but Dorothea Puenta of Sacramento, CA, was born on January 9, 1929. She died on March 3, 2011. There were several female serial killers listed that had no specific date of birth so it is possible that one of them was born on Jan. 30.
