yes and no. if i remember correctly the reason the Americans first went to Iraq was because of biological weapons, and if 1 person had biological weapons/choking agents it would be illegal, but if the country produces them its not actually illegal, although if they do they will have just made enemies with the entire global community
True
Wars using biological agents as weapons.
Biological Weapons
False
Yes, that's correct. The U.S. has laws and policies, such as the Biological Weapons Anti-Terrorism Act of 1989 and the Biological Weapons Convention, that prohibit the development, production, and use of biological agents or toxins for hostile purposes. These measures are in place to prevent the use of biological weapons and protect public safety.

Diphosgene (DP, trichloromethylchloroformate) was a product of the chemical weapons race in World War I. It belongs to a class of chemicals termed lung-damaging agents or choking agents. These agents attack lung tissue directly, causing pulmonary edema. Diphosgene is described not only as a respiratory irritant but also as a lacrimator.
No, it is a nerve agent, so it would affect the nervous system. Choking agents affect the pulmonary system.
Industrial chemicals include choking agents and blood agents; warfare agents include blister agents and nerve agents.
