Article Six in the Constitution describes the federal government's power. It is called the Supremacy Clause because it talks about how federal law is supreme over state.

Article 4 of the U.S. Constitution tells what the states can do. This article also provides a clear guideline as to the rights and responsibilities of the federal government as well.

Without knowing the particular publication, it is difficul to say which article talks about the territories to the federal government. The article in question may be referring to Canada, as the US has very few territories.
The Constitution gives no such authority to the federal government under the Constitution. Refer to Article I, Section 8. Those (and some subsequent amendments) are the constitutional powers of Congress. In Article I, Section 8, 17 powers are listed. Protection against domestic violence isn't one of them.
