If the incidence occurred in say..the USA or Europe-then the matter is one of criminal assault on a minor,and if the matter is reported to the Social Services,the child's teachers or indeed the POLICE-then certainly the Authorities would be under an obligation to investigate a complaint /allegation of assault on a child.

In the above named democracies,the penalties for these offenses are quite severe,including a custodial sentence [JAIL] and the accused usually being on the child protection register indefinitely!

If the incidence occurred in the third world..then I am afraid I have no advise except deep sorrow for the child victim,and pray that "common-sense-prevails" and those Governments bring in legislation to stamp out this evil!
