Yes, you can appeal it to the the US Court of Appeals for that Distict Court circuit. However, they do not automatically review all cases, it must be "accepted" as having some salient reason(s) for review.

In a criminal case, the defendant can appeal a verdict of Guilty; however the government may not appeal a verdict of Not Guilty.

In a civil case, both plaintiff and defendant may appeal the finding of the jury if that finding is adverse to their claims.

Yes you are able to appeal a civil case. You cannot appeal a case because you don't like the outcome though. You may appeal due to judicial error, new evidence etc.
