This depends on the the laws in your area. In Canada, it is legal to operate a farm tracter on the highway without a license if you work for the family's farm. Local laws in your area may differ, but I believe that is typical of most countries.

Although now illegal in some parts, at one time some people without licenses (including those who are not of age yet) used to drive what are called EPA tractors, which are regular vehicles converted into farm tractors and thus not required to follow laws governing regular vehicles (including licensing!). EPA was a chain of dollar stores and the term EPA means something lacking in quality.
