Yes they can. Indeed police set up check points ( road-blocks) from time to time where I live. However, after they stop you and see your license is valid, they can not do much else unless there is evidence of violations of some kind.

This is known as False Arrest/Imprisonment, if they do not have 'probable cause' to pull you over.

If they do not have reason to believe you were involved in some sort of Criminal Activity, they are violating your rights as a citizen. They can not pull you over just to check if you are breaking a law. They can set up check points to check out everyone on the roadway, but they can not just pull individual cars over for inspection/interrogation without first having probable cause to stop you.
