Yes, it has happened to one of my friends before who tried to be clever, he took his number plate of his car, everything, he passed a 30 mph camera at over 100mph. The police or whoever it is, zoomed the photo in to his tax disc and got all of his details via his tax disk!

Why do you need license plates?

If you are speeding the speed cameras take a photo of your license plate so the police can track you down. Also, if you have stolen a car, or something criminal like that, and the police are chasing you and you get away they will have got your license plate number to track you down. This is why the police find almost all criminals. A license plate also serves as a visible marker that you have paid your registration fees and taxes, have insurance and that the owner is licensed.

Why do people sand away their license plates around the numbers and letters?

sanding the numbers & letters removes the reflective coating from and around them, when the vehicle passes through a speed camera, the flash reflects off the remaining "reflective" sections of the licence plate making the letters & numbers illegible by authorities.
