The problem is, I don't think it's possible for someone living there to 'illegally' let them in.

They were living inside the house illegally. They had no right being inside the house at all, and they let in the town, that's what I'm asking about. If they had no right to be on private property, how can they legally allow an inspector inside property they do not own?
