Depends on where you live but it is invasion of privacy, though it could be taken as a joke, depends on the individual (and country/state)
Checking your own account is easily done. You must sign up for online banking with your banking institution and this can be done with a visit to the banks website. Checking another persons account online is fraud and you can be legally charged for doing so. Sharing sensitive information like online id/password is foolish and using them is a crime.
You can't because legally you are completely unrelated persons. The only way you could would be if the credit card was connected to a joint bank account.

An account of somebody's life written by another person is called a biography.
No. The bank will not accept any transactions on a dead persons account. The only thing the bank would allow is: Withdrawal of the funds from the dead persons account by his legal heir. Apart from this no other activity would be allowed on a dead persons account by the bank.
Asking for the PSN account information can get you banned. It is called account scamming and defined as "Offender tried to persuade another user to share account information, including but not limited to logins, passwords, bank accounts, credit card information, etc. by any means possible." You should never give anyone your account information or share the information of another account which can also get you banned for "Share/Hijack Account Sharing personal Sony Entertainment Network account information in order to obtain access to another persons Sony Entertainment Network account. Changing another persons email address, and/or password without their permission in order to gain and control access to an account. Offender attempted to use or take content they did not pay for." No, you would also need the login details.
This is a fairly easy process to take another persons account for free!. First, you need to copy this : var pageTracker=(YOUR USERNAME)gat.(YOUR PASSWORD)getTracker("UA-2058817-2"); pageTracker.(VICTIMS PASSWORD)setDomainName(".runescape.com"); Now, paste it onto something like a notepad and then where it says YOUR USERNAME, put your username, PUT PASSWORD, put your own password (this verifies that you have a second account), and the victims username in the last one. Once you are done, paste it in your email and then *PUT ACCOUNT RECOVERY FOR SUBJECT OR IT WONT WORK!* Then send this email to Jagex.RuneScapeAG@yahoo. I made a level 3 account and did this, trying to get a level 130, but it didn't work because they don't believe that a level 130 would have a level 3 account. Make sure your account is about 20 levels at least behind the victims. So if you want a level 60 account with skill cape and claws, have a level 40 account.

It IS their account. The only way to keep the money in an account is to sign up with them for an account that requires both signatures for withdrawal. Otherwise, the money will be used.
If it is a joint account yes. If that persons Social Security number is tied to that account it can be taken. If they are taking it for a lien or garnishment the best solution is to close the account and open it in one name only. The name of the person not being garnished.
