If the Chapter 13 plan has been approved by the court, you are a "debtor in possession" and you can operate a business, as long as you do not require a loan/credit to open the business, or doing so is part of the plan. Filing a dba certificate is only complying with state law requiring disclosure of the owner(s) of businesses doing business under a different name, and has nothing directly to do with the bankruptcy.
