It depends on what it's for.

Under some circumstances you may be allowed to refuse the interview, but if you do this will almost certainly be treated as if you had had the interview and answered all the questions in the worst possible way.

At minimum, it will almost certainly result in denial of any future benefits; it may result in you being ordered to pay back benefits previously received, and you could additionally face criminal fraud charges.

So even if you technically can, it's probably not a good idea.
