The only time in my 28 years of teaching I recommended a student move to the next grade was a boy who had repeated 3rd grade 3 times and was going to be 13 before he got out of my 5th grade. I suggested he move to 6th for the last half of the year, then to 7th at the start of the next year and finally to 8th.
