Unfortunately, I've yet to see anyone successful make a case of it. Most often they will just order to obligor to make another payment. For Illinois, I would suggest speaking to Attorney Jeffery Leving in Chicago on possible action. He's a self serving pain in the ass, however he knows his stuff.
The obligor has discharged his responsibility once he or his employer has sent the payment to the proper place (the courts or the State Disbursement Unit). The obligee might have grounds for a lawsuit.
Miscommunication is the sending of false, misleading or wrong information, possibly to the wrong person. Unsuccessful communication, is when the message fails to reach the recipient or there is no connection.
Someone who believes s/he is the wrong person should file an appeal of the child support order. However, keep in mind that unless the order was based on false evidence, the time to appeal is typically rather short. If no appeal is filed or an appeal is not timely filed, the courts will lack jurisdiction to determine whether the wrong person has been ordered to pay support.
Because otherwise you'd be sending the email to the wrong person, or trying to log on to the wrong email account! And needless to say, it wouldn't go very well...
If your sending unit is sending a wrong signal to your dash indicator such as no oil or low on oil when you know the level is okay, or vice-versa. Sometimes the sending unit will short out or just wear out and send the wrong or no signal at all.
I depends on your motive. If you email that someone to ask questions about something or you want to make friends with the person, there is nothing wrong about it. But if you email the person some vulgarities and clog up his/her mail, then it is wrong. It all lies on the motive of sending the email.

Please describe torque signal from engine to computer.
I think you should support her but you should tell her if she's wrong by the end you told her but you where there to support her!
Scam might be the wrong word, though it will probably feel like one. Incredibly poor service is probably the best description, based on the numerous complaints. Sending the wrong merchandise, delays in sending the merchandise, and in some cases (and this is scammish) not sending merchandise at all. Best avoided.
City and state would be the best. Or even the street you want to lookup, since this can prevent you from looking up the wrong zip code. This is preventing you from i.e sending a package to the wrong city.
In most cases it is from wear.
