Probably if your dad or mom owned the shop they could let you help them out. If they didn't, you'd probably have to be 15 or 16 to be legally employed You can't be hired to work in a shop at 13 by an employer but you can certainly work for a family member who owns a shop.
I do not think matters if you just want to shop at Forever 21 but if you want to work there I believe the age is 16
