There are no rights 'given' to states. States instead have given the federal government certain rights. All others remain with the state.
Federalism is the principle of dividing power between a central government and individual states. It means that certain powers are given to the federal government, while others are reserved for the states. This concept ensures that rights not specifically granted to the federal government in the Constitution are retained by the states.

Locke stated that man had natural rights given by God. The Kings in 1776 and before stated they were given their status by God and represented God on earth. Therefore they were the only ones with rights. Locke turned this thinking on its head. Instead of royalty having the only rights Locke stated that man had the rights to life, liberty, and happiness. This was revolutionary.
Inherent powers are powers that the government and officials of the government hold. They are not necessarily listed powers found in a constitution but powers that are needed by the government in order to govern. It is similar to Jefferson's contention in the Declaration that governments get their power from the governed and there are certain rights that even the government cannot take away from the citizen--inalienable rights. The government has similar rights that are given it simply because it exists as a government.
The founding fathers were religious men, but that was not their philosophy. Being men of education during their time, they were well read and took their philosophy from the idea of Natural Law. They believed, as stated in the Declaration of Independence, that all men were created equal and that their Creator (who they called God) had given all men certain rights which could not justly be taken away. This manifested itself in their view of the use of government being to serve the people and the view that government must not interfere with the rights God had given.
