Yes. Public Laws are never Amendments to the US Constitution. Congress passes those separately. Then they must go to the individual state legislatures for ratification.

However, sometimes a bill will be filed and while the congressman that files the bill awaits a vote, amendments are offered to amend the original bill. In this case, the amendments are voted on first. Then the original bill plus amendments that have passed, if any, is voted on. If the bill passes, the bill and its amendments become Public Law on the President's signature.

Sometimes it becomes necessary to change a Public Law that has already been approved and signed. When this happens the changes are called a "revision" rather than an amendment.
