The president can only do what is constitutional legally speaking. The purpose of the Executive branch is to enforce congress-approved bills and policies. This can be bent to make it seem as if some actions are legal. If your question is related to George W. Bush declaring war, he technically didn't start the war himself. Most presidents who aim to declare war work on convincing congress that the war is beneficial to the country, and convince the public that the war is just (even if it isn't). The war on Iraq was supported originally to get rid of the "nuclear weapons" that Iraq had. After further inspection, this was proven untrue, but the war continued. This is most likely to get oil into the country, or to establish democracy in Iraq. Both of these would be useful to the U.S. so the true intention of the Executive branch is unclear, but it will be found out eventually.
