well, not really, they mostly beheaded people, which was extreme. they also had other methods of punishment, like the rack, or putting a plank of wood on someone, and forcing them to confess to a crime by laying rocks on it, or even putting them underwater. The mentality was that if they drowned they were innocent, and if they floated they were convicted of witchcraft and killed anyway. Tudor punishments only brought crime down as they killed people. Many people weren't given a fair trial, and there was no jury, so it was up to the prosecution and the judge basically to prove your guiltiness, also if you were poor, and couldn't afford someone to plead your case, you were pretty much screwed! Many people died from Tudor Punishments.
Regarding Religion, after Henry VIII changed from catholic to Protestant, he instantly faced problems, with Catholics not changing their religion, and commiting heresy (going against a monarchs Religion), so were often killed, and with each new Tudor Monarch, Religion changed, Bloody Mary for example burned Catholics at the stake, whilst her sister, and the next monarch, Elizabeth I burned Protestants, so many people died, as a result of Religion. Monarchs did this to send out a warning, that anyone who disobeyed their Laws was punished severely. Yes crime was brought down, through Punishments, but the public display of execution often encouraged people to commit crime, as opposed to deter them. For them, execution was entertainment as well
