No they can't. They have to take speacial permission from government, because by being a government employee he/she can have many government secret information.. So, they are not allowed.

To take a Minor child abroad with intent to reside abroad without the consent of the non custodial parent would constitute kidnapping. A vacation is not a change of residence and therefore is not disallowed. Permission should be obtained from the non custodial parent in writing to prevent any misunderstandings later.
The British government provides advice on getting married abroad. This includes the legal issues. The US government also does the same for its citizens. If buying a wedding package with a vacation, the company should also provide full information on what is involved.

Yes, it would matter if you applied for naturalization in the US then went abroad for a vacation. You must live in the US continuously from the time you submit your application, until it is granted.
