Long answer:

There's an old saying: "When in Rome, do as the Romans do...."

Compliance with state law in the US is typically based on residency, but residency has multiple meanings. Here are some:

1. You live in State X. You obey State X's laws including for example motor vehicle laws like driver licensing. You travel to State Y and rent a car there. State Y will recognize the validity of your State X driver's license, but if you violate State Y's driving laws, you can be prosecuted and convicted in State Y for those offenses.

2. You live in State X and own a vacation home in State Y. You must comply with all of State Y's laws regarding property ownership. That means paying State Y's property taxes, obeying State Y's (and the county and town where the property is located) zoning and building laws, etc. If you violate any of these laws you can be prosecuted in State Y.

3. Say you didn't pay the electric bill on your vacation home above and State Y sues you for back taxes. They sue you in State Y, or they can sue you in State X because you reside in State X. The court in State X would be obligated to apply State Y's tax laws against you if State Y sued you in State X. If State Y sued you in State Y, they would probably have to serve you with the lawsuit in State X, then get a judgment in State Y, and then take the judgment to State X, register it under State X's registry of foreign judgment laws, and then come after you to collect on the judgment. Yup, it can be that complicated.

4. You and your honey decide to set up housekeeping in State X, which allows adults to do so and act as husband and wife without the formality of a marriage license or marriage certificate. This is called "common law" marriage. Now you and your honey move to State Y, which prohibits common law marriages as a matter of "public policy". If you and your honey want to have the benefit of State X laws, like inheritance, certain economic benefits, etc., you better get married according to State X's laws.

5. You and your honey are married now and live in a house the two of you bought in State Y, have State Y driver licenses and so forth but still own property in State X. The two of you split and want a divorce. Your honey moves back to State X into the property there, and takes up State X residency again. Your honey can file for divorce in State X. If you want to, you could file for divorce in State Y, where you live and this is where things can get interesting!

Shorter Answer:

It's like living in Europe. You follow the laws of wherever you happen to be living, or wherever you happen to be doing something. It's actually about that simple, in Europe, and in the United States - especially as all the laws are (roughly) about the same. Not like anyone grows up in a nation or state where arson, rape and burglarly are legal, then gets surpised when they do it elsewhere!
