The task of any society to minimize or reduce the level of crime is a difficult one. There is no single correct answer to this question, however, it does seem that certain policies may be considered to reduce crime. It should be noted that in a few societies, Japan, as example, the crime rate is lower than in the USA for example. Much of this is due to societal factors that cannot be duplicated, as it can be said that it's part of Japan's culture.

Also, it should be noted that in societies where totalitarianism is the government type, the most crime is generated by the government. That being so as the government will punish political opposition with drastic measures. So-called criminal crimes in these types of societies is reduced due to total police control of the society.

With all this said, the answer must focus on "open societies with free markets and a democratic government".

Here some ways to minimize crime in free societies:

A. Use a nations' penal system to use, at all costs, the resources to provide education facilities and other resources to find work for prisoners that are due for release or will be on parole. No prisoner should be released from prison until a job is made available. Currently, many nations cannot do this. The result is a former convict returning to prison again;

B. It is in the best interests of a nation to do whatever is necessary to create a fair economic system. This will provide work for people in all socio - economic groups of people. It must be remembered that crime costs more tax dollars than spending the funds needed to create a fair jobs market. Also, there is no price tag on the loss of life due to crime. With that in mind, all reasonable amounts of funds need to be used;

C. The nation's educational system, especially in high crime areas, must be centered on the benefits of becoming a citizen that has respect for life and property;

D. Law enforcement plays a role in controlling crime. With that in mind, police officers should be given regular classes on preventing crime and understanding the nature of the city they work in. Law enforcement officials should give schools seminars for children in the school system;

E. Prisoners (and this is done ) who are community oriented, need to also speak to children at local schools;

F. Programs for parents to give them hints on how to focus the value of education to their children need to be increased;

G. In free societies, violence on TV & in the movies glamorizes crime, free speech cannot be curtailed. The fact is however, that children are exposed to gun violence, and other crimes on an immense & continual basis. A person can become immune to the Horror of crime when it's seen on TV all the time...So often Hollywood stars participate in community projects to help children, yet, their "jobs" are to play in movies that have death by crime as the center focus;

H. As an aside, pornography is banned and or great measures are taken to keep underage children to view it. Yet, shooting people on TV is ok.. this must be addressed in some way or fashion; and

I. By all measures, public service commercials that are anti crime orientated must be increased.
