In New York State we contact the State Attorney General's office. Otherwise, your local police, and/or if possible, an attorney general or law enforcement office in the state that the scammers are located. If it involves large sums of money, the FBI may also be contacted; at least ask for their advice.

You can report for the various spams to google. You have to go to the settings. In there you can find help and submit feedback.
To report telephone scams, you can contact the Federal Trade Commission (FTC) or the Federal Communications Commission (FCC) with details of the scam call, such as the phone number and any information provided by the scammer. You can also report the scam to your state's attorney general's office.

First, you would need to know the location of the suspect administrator. Then inquire with thier local authorities as to thier practices and procedures with regard to said scams.
Take the entire package, envelope and all, to the US post office and they will take it from there.
