Wars occur because of a declaration from an established government, of which, declares war against another country. The reasons for war vary. In most recent wars, terrorism has been a cause for a military response in countries that are unstable. So, yes, wars can occur because of terrorism. However, in the past, wars have been declared for reasons other than terrorism. These reasons can include territory control, religion, ethnicity, resources and political ideals.
Technically speaking, the US is at war with no one. All past wars of the US have involved NATIONS (COUNTRIES); with the exception(s) of the Indian Wars (aka Frontier Wars 1620-1890) and even they were referred to as the "Indian Nations" (a war against "Nations"). Currently, the US, according to former President Bush Jr., is combating terrorists, under the title of the "GLOBAL WAR AGAINST TERRORISM" (or the "Global War on Terrorism"). Two on-going campaigns involved with this war are: Operation Iraqi Freedom and Operation Enduring Freedom in Afghanistan. This "Global War on Terrorists" is in the same vein as "the war on drugs" and the "war on crime"; again NO NATION is being fought...as is the traditional enemy when defining "a war." Bottom line: The official name of this war is the "Global War on Terrorism" (or the "Global War Against Terrorism").
