Currently in Utah Law, there is no punishment defined for strangulation unless death occures. There are efforts being made in the House and Senate to enact a bill into the state legislature and has been for the last two years to add this to the criminal code. You can research this information by looking at HB65 for 2008 and HB13 for 2009 - Each year it has been declined and it looks like it is an ongoing effort to add verbage into State Law to mandate a punishment for this type of crime.

There is ongoing research that is showing the severity of this type of crime and states are slowly enacting this into their laws. Contact your legislator to help with getting this into the books to assist with prosecution and punishment.

Yes, hemorrhage in the heart can potentially occur as a result of strangulation. Strangulation can lead to a lack of oxygen (asphyxia), which may cause cardiac stress and damage to the heart muscle. Additionally, the increased pressure from constricted blood vessels can result in ruptured vessels or tissues, leading to hemorrhage. However, the specific circumstances and mechanisms would vary based on the severity and nature of the strangulation.
