Currently in Utah Law, there is no punishment defined for strangulation unless death occures. There are efforts being made in the House and Senate to enact a bill into the state legislature and has been for the last two years to add this to the criminal code. You can research this information by looking at HB65 for 2008 and HB13 for 2009 - Each year it has been declined and it looks like it is an ongoing effort to add verbage into State Law to mandate a punishment for this type of crime.
