You can research this information by looking at HB65 for 2008 and HB13 for 2009 - Each year it has been declined and it looks like it is an ongoing effort to add verbage into State Law to mandate a punishment for this type of crime.

There is ongoing research that is showing the severity of this type of crime and states are slowly enacting this into their laws. Contact your legislator to help with getting this into the books to assist with prosecution and punishment.
