This would take a simple majority in both Houses of Congress. 218 votes in the House and 51 votes in the Senate if all seats are filled and everybody votes. The VP could break a tie-vote in the Senate.
60% of the vote is the standard 3/5 needed I Believe Senate has 59 members 36 votes would be needed House has 118 members 71 votes would be needed
67 votes would required if all 100 Senators were present.
After Googling to find the number of Representatives and finding out that there needs to be a two thirds majority, there will have to be 36 votes to pass the budget. There are 33 democrats and 20 republicans. Brown will have to get 3 Republicans to vote with the Democrats to pass the budget.
