That would depend on a number of factors; are you going to own your location or rent it? Remember, location is of prime importance. It should be on a high foot traffic area. Also, there should be some space for parking either on the street or in a lot.

This is probably going to be your main expense. But, here's a way to start up on the cheap and build your business before laying out for a bricks and mortar location.

For about a hundred bucks you can lay in a supply of submarine buns, healthy breads, and deli meat, etc. Next, make some product: subs, corned beef on rye, ham and cheese, etc. Print up labels on your computer and put one in each sandwich to identify what's in the item. Wrap the Sandwiches in suran wrap.

Print up several menus of all the sandwiches you'll be offering. Take the sandwiches around to an office building in your area and offer a sample of the product for free to office workers, explaining that you are trying to set up a small sandwich business. Offer to take pre orders for sandwiches which you will make up and deliver the following day.

You should be able to charge a reasonable price for your sandwiches and still make a profit.

I should think that $500.00 will get you started.
