China has successfully achieved population control via its "one child" policy. Urban Chinese families from the majority Han ethnic group were normally only allowed to have one child, with additional children allowed in rural areas and among minority ethnic groups. This policy is now being relaxed gradually, especially to allow couples, who are themselves both only children, to have a second child. China's population is probably 300-400 million less than it would have been in the absence of this policy.

India attempted a somewhat less coercive policy to limit its population, but found that unpopular policies can not be enforced in a democracy. In fact, the history of this policy meant that more appropriate policies are harder to gain acceptance.

The long-term, global solution to overpopulation is prosperity. In country after country, it has been found that rising incomes and greater financial security have led to falling fertility rates. In fact, some of the wealthiest countries in the world already have fertility rates well below long-term replacement levels.

Population explosions are usually based on cultures and beliefs. I am convinced that population control could be achieved through a comprehensive education campaign on family planning. Population control can also be achieved by legislation supporting the humane termination of unwanted pregnancies.

It must be proclaimed that a person, who decides to bring a child into this world, should consider the social, physical and emotional conditions under which the child will be expected to exist, as a result persons who are unfit to be a parent, should not be permitted to bring a child into this world. Unfit persons can fall within the following categories; medically unfit, physically unfit, emotionally unfit, socially unfit and financially unfit. A child does not have the freedom to choose the most competent person for his/her parent therefore it has to be globally recognized as an indelible right of every child to exist in an environment that competently caters to his/her financial, emotional and physical needs.

The best way to control impracticable population growth is through the implementation of social edification programs that effectively demonstrate the personal, social, medical, economic and emotional benefits of a responsibly determined pregnancy.
