I have replaced both door mirrors by accessing bolts that hold them on by removing the inside knobs and door handles. All that comes off by removing screws in the door handles. Also you need a slim little wrench that takes the window crank off. The mirrors and that little wrench are available from AutoZone/Advance Auto. The rearview mirror glued onto the windshield attaches with a setscrew as I recall. Autopart stores carry everything you need.
Is it just one mirror? I would look at a possible broken wire or heating element on the mirror. If it is both, I would look at a possible bad switch since it affects both mirrors.
Auto parts stores sell mirror adhesive. It's very similar to superglue. The glass and the mirror mounting hardware must both be completely clean before attempting to attach the mirror.
If this is affecting both mirrors, then the switch is likely bad. There may be a problem with the drive mechanism. Remove and disassemble the mirror to locate the problem.
