No. Virginia has no requirement (nor any process in place) to register ordinary firearms. However, machineguns must be registered with the State Police.
The only way to do it legally is to have the Georgia resident send it to an FFL dealer in California, then take possession of it through that dealer. Georgia's definition of gun rights and California's do not go hand-in-hand, at all.
The basic answer is, not legally. A felon cannot legally own or possess a handgun.
There is no registration of ordinary Title I firearms in Georgia. You may pawn a gun that you legally own. You may not pawn a gun that you do not legally own.
