You mention ... married ... by church. So I'm assuming you are asking a canonical question. Canon law is the body of law that governs Catholics. In the Catholic church, you can not celebrate any sacraments, and marriage is a sacrament, unless you have been baptised. Where ever in the world you were baptised, that church must, by law, keep a record of your baptism. For the rest of your life, whenever you go to get another sacrament: confirmation, First Holy Communion, Marriage, ordination, you must get an original copy of your Baptismal certificate, dated less than six months, I believe. Whenever you receive another sacrament, the church where you received it, notes it on your baptismal certificate, and mails it back to the original church which notes it in the records. Thus, if you have ever been married, anywhere in the world, it would already be written on your baptismal certificate, and you would never be able to have another marriage while that first one was still valid. If you tried to get married in the United States, they would contact the parish where you had been baptised, and that certificate would have the fact that you were already married on it.
No. No one is allowed to be married to more than one person at a time in the US or Mexico.
No, Mexican citizens can't get divorced in California if they were married in Mexico. One of the parties would need to be an American citizen.

Can you divorce in Texas today and get married to someone else in New Mexico the next day?
A person on a tourist visa would not be eligible to file for divorce in the United States. The person would need to return to Mexico to file for a divorce according to the established laws.
